报告概要：Generally motorways and toll roads around the world are operated very inefficiently with slow moving traffic or stop-start conditions throughout extended peak periods. Motorways are our highest value road assets ($Billion) and are often allow to operate with very low efficiency during peak hour and congested conditions. Generally the inefficiency results in >>20% loss of productivity. With some innovative approach introduced to motorway management, motorways can now be designed and operated to perform at their highest efficiency during peak periods and under congested conditions. More specifically, motorway can be operated for extended congested periods (5-10 hours a day) with average traffic flow rates in excess of 2000veh/h/lane through bottleneck areas. The presentation covers the problems associated with poor motorway operation, the design of motorways for efficient operations, motorway safety, data requirements and performance measurement and provides an overview of some of the control system elements required to ensure efficient motorway operation.
