摘要Water systems are built and operated to serve people and ecosystems. Ideas and methods from economics can provide a framework and methods for more rigorously designing, operating, and maintaining water systems to serve these purposes.  This paper will review these applications and then present an application of hydro-economic modeling for California extensive and multi-purpose water management system, the CALVIN model.


个人简介:Jay R. Lund is a member of the U.S. National Academy of Engineering and an internationally recognized authority in water resources and environmental engineering. He serves on the editorial boards of several leading water resources journals and was a member of the advisory committee for the updates of the California Water Plan in 1998 and 2005. Additionally, he has served as the convener of the California Water and Environmental Modeling Forum (CWEMF), chair of the Universities Council on Water Resources (UCOWR), and chair of the Delta Independent Science Board. Professor Lund’s research focuses on the application of systems analysis, economics, and management methods to infrastructure and public works problems. He led the development and application of a large-scale optimization model for water supply management in California and has conducted extensive simulation studies on flood control and environmental protection. Using this model, he has explored issues such as climate warming, water rights trading, conjunctive use, and integrated water resources management.


Jay R. Lund教授是美国国家工程院院士,国际公认的水资源与环境工程领域权威专家。他担任多个水资源领域期刊的编委,并曾是1998年和2005年《加州水计划》(California Water Plan)更新工作的顾问委员会成员。此外,他还曾担任加州水与环境模拟论坛(CWEMF)召集人、美国大学水资源理事会(UCOWR)主席以及德尔塔独立科学委员会主席。Lund 教授的主要研究方向是将系统分析、经济学及管理学方法应用于基础设施和公共工程问题。他主导开发并应用了用于加州供水管理的大规模优化模型,并针对防洪管理及环境保护开展了多项模拟研究。利用该模型,他深入探讨了气候变暖、水权交易、联合运用以及水资源综合管理等问题。
